About the Division


Human Resources is dedicated to partnering with City departments to recruit, develop and retain high quality workforce that is committed to excellence in providing public service. The Human Resources staff strives to deliver quality customer service and to be a professional resource for managers and employees.  Providing quality human resource support can increase employee effectiveness and efficiency and reduce risks and costs associated with personnel management.

Responsibilities of the department include:
  • Recruitment and selection of employees
  • Employee benefit program design and administration
  • Creation and maintenance of employee records
  • Policy development, interpretation, and administration
  • Design and administration of classification and compensation plan
  • Labor negotiations
  • Interpretation and enforcement of collective bargaining agreements
  • Workers' compensation and risk management
  • Compliance with state and federal employment laws
  • Training and development
